Dear Sir/Madam,
With reference to Observation 18 by Frits Hoorweg I would like to point out the following: There are cylinder locks that jut out on the outside. A burglar can grip the cylinder with a pair of tongs, unscrew it and take it out. It would be worth while to replace such a lock by one that has a conical ring around the protruding cylinder, sothat the burglar has no hold on it.
I do not know whether this advice is in the Police Brochure that you mentioned.
